Attempting to assert his claimed prerogatives as Her Majesty's Rhodesian Prime Minister, Smith advised the Queen by letter to appoint Dupont as Governor-General to supersede Gibbs. The letter was ignored, with Buckingham Palace characterising Smith's request as "purported advice". Whitehall maintained that Gibbs was the Queen's only legitimate representative in what it still reckoned as the colony of Southern Rhodesia–and hence, the only lawful authority in the area. Dupont nevertheless effectively replaced the Governor. The Smith administration assigned him the Governor's official residence at Government House, but no attempt was made to forcibly remove Gibbs and his entourage; the post-UDI government stated that the Officer Administering the Government would live at Governor's Lodge instead "until Government House, at present temporarily occupied by Sir Humphrey Gibbs in a private capacity, becomes available". The Speaker of the Rhodesian parliament, A. R. W. Stumbles, reconvened the Legislative Assembly on 25 November, resolving that if he did not there would be chaos. He feared that Gibbs might dramatically walk into the chamber in an attempt to stop the proceedings, but Gibbs did no such thing. The parliamentary opposition opened the meeting by asking whether the assembly was legal. == 1944–45: The retreat == By early 1944, the 4th Panzer Army had been pushed back to the pre-war 1939 Polish border. The army defended positions in Ukraine west of Kiev until late June 1944, fighting in the southern regions of the Pinsk Marshes, and around Lutsk, Shepetovka, Tarnopol, and Kovel in western Galicia. However, following the transfer of several of its panzer divisions northwards in the aftermath of Army Group Center's collapse in Operation Bagration, 4th Army was progressively outmatched and forced into a fighting withdrawal by the 1st Ukrainian Front during the Lvov–Sandomierz Offensive. Developments in Britain helped to alienate the white Rhodesian population from the former mother country, namely Queen Elizabeth II's 1966 speech to the Parliament of Jamaica where she endorsed majority rule and her attempt in 1968 to block the hanging of what Rhodesians perceived as Zimbabwean nationalist terrorists. Until late 1969, Rhodesia still recognised Queen Elizabeth II as head of state, even though it opposed the British government itself for hindering its goals of independence. However she refused to accept the title Queen of Rhodesia and eventually the Smith government abandoned their attempts to remain loyal to the British Crown. In a 1969 referendum, a majority of the electorate voted to declare Rhodesia an independent republic. The hope being that this move would facilitate recognition as an independent state by the international community, but the issue of white minority rule remained and continued to hinder this effort, and like the UDI before it, the proclamation of a republic lacked international recognition. The British public overall viewed the issue of Rhodesia and UDI as a distant and anachronistic one that they cared relatively little about and saw any expedient response to it by their government as satisfactory. Most Britons saw the end of Rhodesia's white supremacist timocracy as inevitable and justified.
